At 9:00 am on September 17, president Wang Jiren cordially met the Russian experts and scholars who attended the 35th International Mining Rock Formation Control Conference on the third floor of conference room of the international conference center. The Russian embassy counselor Podolkov, the vice-president of Russian National Geological Exploration University Wadim, the director of international affairs Anadoly, the dean of mining college Kerry Rui, Asia-Pacific region representative of Russian Federation ROSTECK  state-owned group company who was the Distinguished Professor of our university Hou Dong, the director of  office of international exchange and cooperation Xu Ping, the vice-dean of mining college Li Sheng and other Chinese and Russian people attended.
The President Wang expressed his warmly greetings and high esteem to the Russian experts and scholars who attended the 35th International Mining Rock Formation Control Conference. In his speech, he pointed out that: our university has visited the Russian National Geological Exploration University twice. In particular, during visiting to Russian on August, they determined the goal of building the “two centers”  (International Institute of rational use of natural resources, Sino-Russian language and cultural exchange center) according to further deepen the cooperation between the two university. In the process of collaborative innovation to build world-class disciplines, China and Russia have made concerted efforts and remarkable achievement in a short period of one year, has completed the first batch of graduate students and transfer of students in the Russian exchange. International Institute for the rational use of natural resources would also be signed today, it made the cooperation between the two sides to enter a new stage.
The vice-president Wattim first thanked the university for inviting him to attend the 35th Mining Rock Formation Control Conference. He stressed that it set the wisdom and aspirations of both sides of the cooperation between the Liao Ning Technical University and Russian National Geological Exploration University, and it was the innovation and breakthrough of the two sides for the establishment of International Institute for the rational use of nature. China and Russia would make full use of the Institute of this platform, they would carry out more rapid and pragmatic and efficient work in coal chemical industry, underground resources exploration and development, natural resources and ecological protection and other fields.
The counselor Podorkov first congratulate the establishment of the International Institute for the Rational Use of Natural Resources on behalf of the Russian Embassy. He spoke highly of the fruitful cooperation between the Chinese and Russian university, said that he would open up the green channel and provide the necessary help on personnel exchanges visa and the applying for projects and funding of Russian relevant departments.
During the meeting, representatives of the two sides signed on the statute of the International Institute for the rational use of natural resources. The vice-president of Russian National Geological Exploration University Wadim awarded the "Russian Mining Federation Outstanding Contribution Medal."  to President Wang Jiren. The Medal recognizes experts who have made outstanding contributions in the field of international mineral exploration, development and utilization. President Wang Jiren became the first Chinese expert to receive the medal.
