From August 15 to 19, the delegation led by the party secretary Xing Baojun of our university went to Russia for a visiting work in the invitation of National Geological Prospecting University, St. Petersburg Technical University,  St. Petersburg Institute of Geology and Laser Scanning, Moscow Institute of Modern Technical in Russia and many other Russian universities research institutes, enterprises and institutions. The director of office of international exchange and cooperation  Xu Ping, party secretary of college of public administration and law Wang Huimin, college of foreign languages Prof. Wang Li visit with the group.
On August 16th, the party secretary Xing Baojun, delegation of 4 people visited the president Borissov of Russian National Geological Prospecting University,  and signed the “Cooperation Agreement between Liao Ning Technical University and Russian National Geological Prospecting University”. The first vice president Kui Shaili, vice president in charge of international affairs Kasyanov, director of international and regional cooperation Tariq, director of science and mining geological and ecological assessment Horvitz Grams, director of basic and applied science department Harry wu na, director of the Geophysics department Petrov attended the talking and signing ceremony.
The party secretary Xing Baojun pointed out in his speech, though the cooperation time between the Liao Ning Technical University and Russian National Geological Prospecting University has not been long, the development prospect and the driving force are strong, and with the joint efforts of both sides, we has achieved fruitful results. Last December, we had an in-depth exchange and discussion, and reached a preliminary agreement on the idea of “building a world-class discipline through collaborative innovation” during the vice president Cacia visiting our university. Today the two sides further defined collaborative innovation goals and working steps of the next five years in the form of cooperation agreement. It made two sides the research level based on the resource-based disciplines to become the world-class rank, namely to build a “two centers” (International Institute of  rational use of natural resources, Sino-Russian language and cultural exchange center ) as a platform, and collaborative innovation.
On August 17, under accompanying by vice president Kasyanov, the delegation visited the college of Modern Technical in Moscow, and investigated the university building, welding, decoration, painting and other student practice base. The secretary Xing spoke highly of  the training model of practical and technical talents opening to the community and pointed out Moscow Modern college is our learning example, really ahead of us in the application of innovative personnel training. Whether it is the “practical technology” or “application of innovative”, although the reference is different, the core is to enable students to have the skills after going out of  university. In the training section, we should focus on strengthening the students' innovation, practice and practical ability.
From August 18 to 19, the delegation visited the St. Petersburg Technical University,  and met with the president 乌拉基米尔, the vice president Vitaly and other leaders of the university. St. Petersburg Technical University was founded in 1899, ranked 5th of the highest research university in Russia, was one of the best Technical University and was known as the “Russian Academy of Sciences or the Academy of Engineering cradle”. The two sides had reached an agreement that focused on student exchange programs, the establishment of the Russian Center, exchange of teachers to give lectures, and relying on the cooperation of the "advanced manufacturing technology" and "Computer Engineering Center" in scientific research and many other areas.
During visiting Russia, the delegation also visited St. Petersburg Institute of Geology and Laser Scanning and other cooperation colleges and institutes
The Chinese government for the first time proposed two consistent with the development strategy of the Eurasian continent's economic integration—“One Belt and One Road”. One of the key areas of the Silk Road economic zone is the smooth flow of China through Central Asia, Russia to Europe (the Baltic Sea). We have reason to believe that the construction of the “One Belt and One Road” is in line with grand economic vision of the opening cooperation between China and Russia. China and Russia should work together in the direction of mutual benefit and common security. Under the initiative of “One Belt and One Road”, the international exchange and cooperation between our university and Russian university and higher education has been continuously improved and deepened.
